Cyber Institute Hosting Panel “Governing Emerging Technologies Without Eroding Sovereignty: Aligning AI and Cyber Policy with International Norms”

​The Cyber Institute will host a panel discussion during the Geneva Cyber Week, organized by United Nations Institute for Disarmament Research (UNIDIR) and the Swiss Federal Department of Foreign Affairs (FDFA), on 08 May, 2026. This panel is bringing together global experts to examine one of the most pressing questions facing governments today: How can nations govern emerging technologies without undermining sovereignty or weakening international cooperation?

 

As artificial intelligence, cyber capabilities, and other frontier technologies evolve rapidly, policymakers are increasingly tasked with balancing innovation, national security, and international norms. The Cyber Institute’s panel will convene leaders from government, research, and the private sector to explore practical approaches for aligning AI and cybersecurity policy with international governance frameworks.

Geneva Cyber Week (GCW) is an annual global platform to advance international cooperation and resilience in cyberspace. Building on Geneva’s unique role as a hub for multilateral diplomacy, digital governance, and cybersecurity expertise, Geneva Cyber Week fosters inclusive dialogue, collaboration and practical engagement across governments, industry, academia, and civil society.

Following the success of its inaugural edition in 2025, which gathered nearly 1,900 participants from over 100 countries, Geneva Cyber Week 2026 will continue to connect policymakers, industry leaders, researchers and civil society representatives. Together, they will address the evolving challenges and opportunities at the intersection of technology, security and international governance.​

About Cyber Institute's Panel 

As artificial intelligence and cyber capabilities become embedded across national security, critical infrastructure, and government decision-making, the gap between international norms and sovereign implementation is no longer theoretical. In “Governing Emerging Technologies Without Eroding Sovereignty: Aligning AI and Cyber Policy with International Norms,” this discussion examines how, in 2026, these gaps directly shape escalation dynamics, civilian protection, and institutional resilience in active and hybrid conflict environments.

 

This panel aligns with the mission of United Nations Institute for Disarmament Research by anchoring AI and cyber governance discussions in real-world security conditions rather than abstract frameworks. Drawing on perspectives from international governance, academia, regional policy communities, and Ukraine’s ongoing experience in cyber resilience, the session examines how governance frameworks perform under sustained pressure and where they succeed or break down in practice.

 

The discussion will address escalation risk, the role of policy design in enabling restraint, and pathways for sovereign coordination that strengthen stability without diminishing national agency. The session is expected to engage a global audience of policymakers, researchers, and multilateral stakeholders, with participation extending beyond the room through a strong virtual presence.
