Cyber Institute Frontier Technology Fellowship

Advancing Global Leadership in Technology Governance

The Cyber Institute Frontier Technology Fellowship is a six-week executive learning program designed for policy professionals, corporate leaders, and researchers working at the intersection of cybersecurity, artificial intelligence, and frontier technologies. As technological innovation accelerates, governments and institutions around the world face complex questions about how to govern frontier technologies while maintaining national sovereignty, security, and economic resilience. This fellowship equips participants with the knowledge, frameworks, and global perspectives needed to navigate these challenges. 

 

Through expert-led sessions, policy analysis, and collaborative discussions, fellows explore the evolving landscape of global technology governance and gain practical insights into how cybersecurity, artificial intelligence, and emerging digital systems are shaping international policy. The program reflects the Cyber Institute’s mission to advance policy, research, and capacity building for responsible governance of frontier technologies.

Format: Virtual Cohort

Duration: 6 weeks
Time Commitment: Approximately 2–3 hours per week
Cohort Size: ~25 fellows
Tuition: $3,000 ($1,800 Policy Circle members)

Each week focuses on a key dimension of frontier technology governance, providing both strategic context and practical policy insights. Participants will engage with global policy developments, governance frameworks, and real-world case studies shaping the future of cybersecurity and technology governance.​

Fellowship Curriculum

Week 1

Global AI Governance​

An overview of the rapidly evolving global landscape of artificial intelligence governance. Fellows explore major regulatory developments, emerging policy frameworks, and international efforts to coordinate AI governance.

  • AI safety and risk governance

  • International coordination challenges

This session examines how international norms and legal principles are shaping state behavior in cyberspace. Fellows analyze existing frameworks and the challenges of enforcing responsible state conduct.

  • State responsibility in cyberspace

  • Multilateral governance initiatives

  • Cyber diplomacy and international stability

Critical infrastructure systems are increasingly dependent on digital technologies and interconnected networks. This session explores governance approaches for protecting essential services in a rapidly evolving threat landscape.

Norms & State Responsibility 

Week 3

Critical Infrastructure Security

Emerging and frontier technologies introduce new forms of systemic risk that challenge traditional governance approaches. Fellows explore frameworks for identifying, assessing, and managing these risks.

  • Quantum and next-generation technologies

  • Strategic foresight in policymaking

Effective governance requires translating policy frameworks into operational reality. This session focuses on how institutions implement cybersecurity and frontier technology governance policies in practice.

The final session focuses on the importance of international cooperation in governing frontier technologies. Fellows examine how diplomacy, standards development, and multilateral engagement shape the global technology ecosystem.

Fellowship Tuition

The Cyber Institute Frontier Technology Fellowship is designed as an executive-level policy program for professionals working at the forefront of cybersecurity, artificial intelligence governance, and global technology policy.

Tuition supports the development of the fellowship program, expert-led sessions, and the Cyber Institute’s broader work advancing responsible governance of frontier technologies.

Apply to the Fellowship

Participation in the Cyber Institute Frontier Technology Fellowship is offered through a cohort-based selection process designed to bring together a diverse group of professionals working in technology governance. Each cohort is intentionally limited in size to encourage meaningful discussion and collaboration among participants. Applicants will be asked to provide basic information about their professional background and interest in the program.

 

Application Requirements:

  • Name and professional affiliation

  • Current role and area of expertise

  • A brief statement of interest in frontier technology governance

  • Relevant experience in cybersecurity, AI policy, digital governance, or related fields

 

Selected participants will receive confirmation and further information regarding fellowship dates and participation details. The 2026 Fellowship applications will open April 15th, 2026.
